ELGIN — The Elgin Public Works Authority will receive a $3.53 million loan from the Oklahoma Water Resources Board to upgrade the city’s wastewater system, the OWRB said Tuesday.

The loan will come from the OWRB’s Oklahoma Clean Water State Revolving Fund program.
