ELGIN - An engineering company hired to assist the City of Elgin in needed lagoon upgrades and expansion recommended the city hire a geotechnical investigations company to further research solutions.

The recommendation came when Garver Engineering employee Michael Dewings returned to the council meeting on Tuesday, March 12, to provide an update on the lagoon situation.

It was noted that when inspecting the lagoons for the next phase of the updates, the city’s own public works employees spotted serious seepage issues which were causing equally, if not more, serious erosion problems.

“We think it’s probably a good idea to do some investigation work to determine A) why the lagoons are seeping and B) what we can do in terms of repair,” said Dewings.
